Re: Arab Week in the European parliament

We welcome the European Parliament’s decision to host the “Arab Week” on 3-6 November 2008, as part of EU initiative for the European Year of Intercultural Dialogue. We also welcome the interest shown by Europe towards the Arab world and hope this event will foster ties and dialogue between the two neighbouring regions.

It is regrettable however, that independent civil society members from the Arab world are so strikingly absent from the programme. As rightly pointed out, the Arab Week is an extremely important event as it aims at showing to Europe the diversity of the Arab countries and its people. The almost complete absence of Arab reformers, human rights defenders and dissidents throughout the Arab Week seriously misrepresents the aspirations of the people of the region, who long for fundamental freedoms, human rights and democracy, denied by most Arab governments.

The Arab Week gives voice, once again, to representatives of some of the most undemocratic governments that systematically violate universal human rights and restrict fundamental freedoms. This event portrays these governments as the only “legitimate” partners of the European Union thus marginalizing human rights defenders, dissidents and reformers. Europe will hear only from the governments who dishonour universal rights, freedoms and values on an ongoing basis.

In addition, the Arab Week organised by the European Parliament will seriously undermine the work of the Arab civil society and human rights activists who advocate for democratic reforms. It is a profound disappointment that a significant opportunity to send a positive and constructive message to the reform-minded people and human rights defenders in the region was missed.

The European Union argues that its foreign policy is based upon the respect for universal human rights, democracy and freedom. By strengthening cooperation with and support for Arab reformers, liberals and human rights defenders, the European Union would demonstrate its real commitment to live up to these values and principles.

We strongly believe that inviting Arab reformers, human rights defenders and dissidents would have greatly benefited the Arab Week and European Year of Intercultural Dialogue. It would have vastly enhanced the diversity of the European-Arab dialogue and stimulated a meaningful and real debate between Europe and the Arab world. As such, we encourage the European Parliament to consider inviting more Arab pro-democracy and human rights activists in future.

الموضوع: الأسبوع العربي في البرلمان الأوروبي

نرحب بقرار البرلمان الأوروبي تخصيص الفترة الواقعة ما بين 3-6 تشرين الثاني للثقافة العربية، وذلك كجزء من مبادرة البرلمان الأوروبي، تفعيل الحوار ما بين الحضارات المختلفة. كما نرحب بالاهتمام الذي يبديه البرلمان اتجاه العالم العربي، ونأمل أن يسفر هذا الحدث عن التسريع في توطيد العلاقات ما بين الإقليمين المتجاورين.

من المؤسف على أية حال، غياب أعضاء المجتمع المدني المستقلين في العالم العربي عن فعاليات هذا البرنامج. كما هو ملاحظ، فإن أسبوع الثقافة العربي، كان حدثا هاما للغاية، لأن أهدافه، إظهار أوجه الحضارة المختلفة في الدول العربية وتقاليد شعوبها. لكن الغياب الكامل للإصلاحيين العرب، والمنظمات المدافعة عن حقوق الإنسان، والمعارضين عن فعاليات هذا الأسبوع، أدى إلى عدم مقدرتهم توضيح تطلعات وطموح المنطقة. التي تصبو إلى تحقيق الحريات الأصولية وحقوق الإنسان والنهج الديمقراطي، المغيبة من قبل الأنظمة العربية.

الأسبوع العربي في البرلمان الأوروبي قدم المنبر ثانية، إلى أعتى الأنظمة العربية وأكثرها استبداداً، والتي تخرق وبشكل سافر ومنتظم الحريات الأساسية وحقوق الإنسان المتعارف عليها في المعاهدات الدولية. ويعمل هذا الحدث على إظهار هذه الحكومات، على أنها الشريك الشرعي والوحيد للمنظومة الأوروبية، ما يعد تجاهلاً لمنظمات حقوق الإنسان، والمعارضين للنهج السلطوي والإصلاحيين. وستستمع أوروبا فقط إلى الحكومات التي لا تحترم الحريات والحقوق الإنسانية الأساسية المتعارف عليها.

إضافة لذلك، فإن الأسبوع العربي سيضعف بشكل ملفت للنظر، جهود منظمات المجتمع المدني وحقوق الإنسان، والنضال من أجل الحرية والديمقراطية. ونجد هذا النشاط مخيبا للآمال، وإشارة إلى أن جهود المنظمات المدنية والحقوقية في المنطقة غير مثمرة.

الدلائل تشير إلى أن السياسة الخارجية للاتحاد الأوروبي، مبنية على أسس احترام الحقوق الأساسية للإنسان، والحريات العامة والديمقراطية. وعبر تقوية العلاقات وتوطيد التعاون ودعم الإصلاحيين العرب، وكذلك الليبراليين ومنظمات حقوق الإنسان، فإن الاتحاد الأوروبي يساهم بخلق مجتمع ديمقراطي حقيقي، يمارس القيم الديمقراطية ومبادئها.

نحن نؤمن بشدة، بأن دعوة الإصلاحيين العرب، ومنظمات حقوق الإنسان، ستكون مفيدة وستغني الأسبوع الثقافي العربي في العام الأوروبي المخصص للحوار ما بين الحضارات. ومن الممكن أن تؤدي هذه المشاركة إلى تعزيز التنوع الحضاري العربي – الأوروبي. ولهذا نحن نحث البرلمان الأوروبي على دعوة المزيد من الناشطين الديمقراطيين العرب، والناشطين في الدفاع عن حقوق الإنسان في المستقبل
